Eligibility Criteria

To apply, applicants must meet the following requirements:

  • Citizenship: Must be a citizen and current resident of an ADB Developing Member Country.
  • Age: Under 35 years of age at the time of application.
  • Education: Hold a four-year bachelor’s degree or its equivalent.
  • Work Experience: At least two years of full-time professional work experience after obtaining a university degree.
  • Language Proficiency: English proficiency with minimum scores as follows:
    • TOEFL: 550 (paper-based), 213 (computer-based), 79-80 (iBT)
    • IELTS: 6.5 overall
    • DUOLINGO: 95
  • Additional Requirements:
    • Applicants should not currently work or reside in a country outside of their home country.
    • Candidates who have previously studied abroad or hold a Master’s degree are ineligible.

  2. Official transcripts from each post-secondary institution attended
  3. Degree certificates from each post-secondary institution attended
  4. English proficiency test results (TOEFL, IELTS, or DUOLINGO)
  5. Proof of submission for UH application (submission receipt or note if pending)

  4. Separate Admission Application: Alongside the ADB scholarship application, submit a separate admission application with supporting documents to the University of Hawaii at Mānoa.
